For the mobile version of youtube, the thumbnail version is not available. It is only available for desktop, and also, your Chrome version must be 32 and Opera version 19 and above. So if you are one of those who watch youtube videos daily on your desktop or laptop, this feature might come in handy for you. Google has made it clear that the video to get a GIF thumbnail has to be at least 30 seconds longer. If any video does not get it within two days, then you won’t be getting it at all.
